The India Today Group, in its ‘The State of the States Survey-2007’, has put
Orissa as the fastest progressing state in macro economic performance. The
award, categorized in the survey as 'Budget and Prosperity', was presented
by vice president Hamid Ansari at the India Today-Chief Ministers' Conclave
on Friday in New Delhi.



The award was received by the state urban development and public enterprise
minister KV Singh Deo on behalf of chief minister Navin Patnaik. The event
was inaugurated by Union finance minister P Chidambaram and attended by
chief ministers and representative ministers of the states.



The survey has found Orissa as the leading state of the country in terms of
the rate of improvement on overall performance between 2003 and 2007 in
comparison to the rate of improvement between 1991 and 2003 on the basis of
several parameters such as per capita income, capital expenditure,
consumption statistics and the growth of rate of debt. The revenue deficit
of Orissa was Rs 2,574 crore in 1992-2002. The deficit was reduced to Rs 572
crore in 2004-05. For the first time in 22 years, Orissa has recorded a
revenue surplus in 2006-07 while for 2007-08, the revenue surplus of the
state has been estimated at Rs 1,045 crore. The annual survey being annually
carried out by the premiere magazine since 2003 covers all the 30 states and
Union Territories.



It ranks states on various performance indicators, including the overall
macro performance which indicates the fiscal health, budgetary management
and overall progress and development achieved in a state.

4. Corpora for
Speaker Recognition Research and Evaluation in Oriya.

After a long wait, finally our Research paper on “Corpora for Speaker
Recognition Research and Evaluation in Oriya” is published in IEEE Xplore.
The research was carried out to implement technology for future usage in
dialect classifications and it was a marvelous experience with all of us
when we were been to remote areas of Orissa to carry out the operation.

Out of thousands of technical research papers submitted for the prestigious
ICIT (International Conference on Industrial Technology) 2006 held at IIT
Mumbai from Dec 15-17, our paper was selected among the best 150 research
papers to be accepted for the same.



We were afraid at that time as we were just B.Tech graduates and will be
competing with the tech wagons across the globe for acceptance of the paper
for the conference. Due to God’s grace and the well wishes of the poor
people, we proved that its a concrete feasible idea that rules. We are proud
to share that our paper was categorized in Cat ORAL-X (contained the top
30-35 best papers).

However you may not be able to view the research paper as it requires
authenticity, so I have attached the copy of the same in this mail to have a
look. The success could not have been achieved without my mates Bikas
Kar(sasken) and Bishnu Bhatt(TCS) and of course yes our guide and torch
bearer Hemant Arjun patil, who stand with us even when our department showed
red signal for the same. I still remember the kick-off moment of the project
when there was a departmental collision that was about to collapse our aim,
still then “whenever there is a will, there is a way” repeated and yes
history has been created with Oriya language research.



A guide, a teacher and a torch bearer who broke the rules of the educational
department to help us prove ourself is really admirable. My heartiest thanks
and wishes to all those poor people of remote part of Orissa, who have
helped the world to advance in technology even when they are still in the
uncivilized age. I recall we were been to such places where people were far
from electricity and awareness, but extended their generous support to make
a better world for people who are in information age. Innovation never comes
alone or demands your aptitude alone, what it demands is your vision and
concreteness in it. Thanks again to all the well wishers and supporters who
have helped us in achieving such an accolade.

Minutes of event - "Deba Snana Purnima", the spectacular bathing ceremony of Lord Jagannath ( Composed by Siba Ram Baral )
Last 30th the Saturday morning witnessed a spectacular flash bathing ceremony of Lord Jagganath at Sri Jagannath Temple, Agara circle, Koramangala, Bangalore. The sequence of events went like this.
With the bright sun raising just in front of lord shining the lotus feet of Lord Jagannath, Devi Subhadra and Lord Balabhadra, marked the subhamuhurtam for Deba snana purnima rituals to begin.
Devotees started pouring in Tons of flowers, garlands, amenities of worship, fruits and sweets at the stage. Followed by head priest Sukanta nana initiating the rituals of Homa and Yagnya.
Then started a blow of rhythmic bass of all musical instruments including Ghanta, Mrudanga, Shankha along with chant of Slokas by the priest.
The homa kunda got gently caught with fire and thus started a process of Yagnya. With Pure Ghee fueling the fire the home and chants of sloka made the atmosphere heavenly.
The Main attraction of the puja was still yet to begin. It started with placing of three idols on the stage at the centre of puja area.
With all flowers around and garlands on necks the idols were looking really gorgeous. After a brief puja started the main bathing event.
With big utensils that can store about hundreds of liters of water, been filled and along with another round of rhythmic bass of musical instruments, the priests started pouring water on and over the idols. What a spectacular scene it was. Awesome.
Like mother "Yashoda" bathing her kid "Krishna & Balram", the priests started brushing and bathing the idols with coconut fiber and water. The Lord of the world was looking a real small helpless kid while being bathed.
A mere count of over one hundred and eight mugs of water poured on each idols by each of the devotees, created a real flood of the stage. Couple of people started shuttling between the near by water reservoir and the stage to help fill the drums as it was getting emptied.
After the bathing rituals the three idols were neatly cleaned and wiped, changed with new set of dresses and tulsi leaves and were kept aside behind the stage as if GOD has moved to the "Anasara Ghara".
Then happened the most awaiting event, the prasad sevan time. Delicious Hot Annaa with stuffy dalma containing lot's and lot's of vegetables and yummy mango chatni. Unbeatable taste, tickling spice and superb flavored. This made the day an unforgettable event of life time.
On behalf of Sri Jagannath temple trust, I would like to request to all the Non residential Oriyans across Bangalore to come, witness and participate more and more lively into all such cultural events and thus make it more remarkable. Let the whole world know the richness of cultural heritage of Orissa. Let's get united and make the show. Jai Jagannath.....

Youngest PAN card holder in India, a 3 month's old kid from Rourkela ( Details )
A three-month old baby here has become an Income Tax (IT) assessee with the IT Department accepting his application and issuing him a Permanent Account Number (PAN). The cardholder is Ayush Ranjan Rout born on March 26 this year. His father Saroj Rout had applied for the PAN as the child is all set to do a modelling job for an NGO from next year. And, he wants him to file returns.An official letter accompanying the PAN card issued by Mumbai-based Income Tax PAN Services Unit being managed by UTI Technology Services Ltd, expressed pleasure in allotting the card. However, tax experts see nothing unusual in it. Chartered Accountant Manoj Bansal said there is no age bar for paying tax.He felt the taxation wing would be more eager to receive tax from whoever willing to pay, adding, in case of a minor, the income would be shown attached to that of his parents. He said the tax laws provide for attaching a minor’s income to the taxable income of the highest earner, be it the father or the mother, who would have to pay tax for the minor.

Business Standard reports that central minister Chandrasekhar Sahu is pursuing with the central government regarding establishing three marquee institutions in South Orissa. Following is an excerpt of that:
While the first Central University is likely to be set up in Koraput, plans for an Indian Institute of Information Technology (IIIT) and National Institute of Design (NID) in Berhampur are in the work. Mr. Sahu also said he has discussed the possibility of a National Institute of Design (NID) and National Institute of Fashion Technology (NIFT) being set up in Berhampur and Bhubaneswar. The recent discussions with the Union minister for commerce, Kamal Nath, and the minister for textiles, Shankarsingh Veghela, "were very positive and they assured us that they are willing to establish these institutes if the state government extended its cooperation," said Sahu.
While the Central University and IIIT are under the Ministry of Human Resources Development, the NID is under the Ministry of Commerce. NIFT and NIHT come under the Ministry of Textiles.
Lets analyze this. First of all if all these materializes then its great. However lets compare what Orissa will be getting vis-a-vis the other states.
1. In the Central University front, the central university in Koraput should be a distributed kind like the proposed Indira Gandhi National Tribal University. It should be designed such that it has branches in all KBK+ districts from the start.
2. The tribal population percentage of the KBK districts are as follows: 8 KBK districts total 38.72% (+ 16.63 % SC). Malkangiri 58.36% (+19.96% SC), Rayagada 56.04% (+14.28% SC), Nabarangpur 55.27% (+15.09% SC), Koraput 50.67% (+13.41% SC), Nuapada 35.95% (+13.09% SC), Kalahandi 28.88% (+17.01% SC), Sonepur 22.11% (+9.5% SC), Balangir 22.06% (+15.39% SC). Two adjacent districts also have high tribal population. They are Kandhamala 51.51% (+18.21% SC) and Gajapati 47.88% (+8.77% SC).
3. The literacy rates in the KBK districts are as follows: Overall in 8 KBK districts 36.58% with the female literacy at 24.72%. Malkangiri 31.26%, Nabarangpur 34.26%, Rayagada 35.61%, Koraput 36.2%, Nuapada 42.29%, Kalahandi 46.2%, Balangir 54.93%, Sonepur 64.07%. Two adjacent districts also have low literacy: Gajapati 41.73% and Kandhamala 52.95%. The state average is 63.1%.
4. India already has
20 central universities and if 30 more are going to be made then besides the central university in Koraput one of the other universities in Orissa should also be upgraded to a central university.
5. There will be 19 new IIITs. Orissa will be getting one of them. This is good but does not take Orissa out of the bottom of MHRD spending
6. NID is good. But it does not replace the IIT that was taken away from Orissa. The
2007-08 budget for the 7 IITs is a total of 1553.70 cores (i.e., an average of 221.96 crores) while the 2007-08 budget for NID is 20.25 crores.
7. Hence, Orissa must: (a) continue to push for an IIT in Orissa; (b) push for the Central University in Koraput to have branches in the KBK+ districts from the very beginning; (c) push for one of the other universities in Orissa to be upgraded to a central university; (d) Make sure branches of the Indira Gandhi National Tribal University exist in the north western districts with high tribal population, in particular Mayurbhanj (tribal percentage 57.87%, literacy 52.43%), Sundergarh (50.74%, 65.22%), and Keonjhar (44.52%, 59.75%); and possibly in Sambalpur (35.08% , literacy 67.01%), Deogarh (33.31%, literacy 60.78%), and Jharsuguda (31.88% , literacy 71.47%).

The bathing festival takes place on the last day of Oriya "Jyestha Masa" i.e, during first part of June or middle of the June in every Jagannath temples of Orissa. The filled vessels are carried from Bhoga Mandap to the Snana Vedi by the Suaras in a long single-line procession. This ritual is called "Jaladhibasa". Prior to the bathing ceremony the images are covered with silken clothes and then smeared with red powder. Then water is poured, the rituals performed and 'Pavamana' hymns chanted.

Just like a ruthless step mother, Arjun Singh shows his color again. He master planned snatching away IIT from Orissa and now on his second game plan of rob our state with the only hope of our tribal brothers and sisters from southern Orissa, the KBK tribal university. Friends let’s fight back but with a ultra new weapon. A Fax campaign protesting hijacking of IIT from Orissa and Tribal University from KBK This time I think we will do a slightly modified strategy. … Union Cabinet gives nod for setting up institution in MP
Union Minister for Human Resources and Development Arjun Singh has once again humiliated Orissa by hijacking its original plan to set up a Central Tribal University in the KBK region comprising the State's undivided districts of Koaraput, Balangir and Kalahandi.
Chief Minister Naveen Patnaik, while meeting the Minister in 2005 October (typo corrected), had mooted the idea of setting up a KBK central university. It was based on the theory of empowerment of tribals with higher education.
Patnaik had pleaded with the Central authorities that the concentration of tribals is the highest in KBK and their uplift hinged on education. He had pointed out that the literacy rate among the people of this region was much below 50 per cent.
He had argued that setting up a Central University in the region would go a long way in encouraging higher education among the tribal population. The university could also set up specialised centres for tribal development-related studies, as tribal development is one of the biggest challenges facing the country today.
While Arjun Singh had promised Patnaik in clear terms that his HRD Ministry would positively consider the proposal, the result is now otherwise. The Union Cabinet on Friday gave its approval for establishment of the Indira Gandhi National Tribal University at Amarkantak in Madhya Pradesh with Central Government funding.
It also approved introduction of the Indira Gandhi National Tribal University Bill, 2007 in Parliament. This will ensure establishment of a teaching and affiliating university for facilitating and promoting avenues of higher education and research facilities for the tribal population of the country.
Apart from affiliating the colleges, the university has the power to establish such number of its own regional centres in tribal areas as it may deem fit.
There will be at least one school in every regional centre to serve as a model school for the schools of the region, wherefrom the tribal students would be expected to join the local colleges, the off-campuses or the university. The objectives of the university include promoting studies and research in tribal art, culture, tradition, language, custom, medicinal systems, forest based economic activities, including special studies in the flora and fauna, and advancements in technologies relating to natural resources of the tribal areas.
Now, it is abundantly clear that Singh not only hijacked Patnaik's idea but also saw to it that Orissa would never get a Central University in the KBK region on the lines of huge tribal concentration. Since the UPA is at the helm of affairs at the Centre, Singh is playing havoc with Orissa and the State is losing one after another national institutions to other States. While Minister of State of HRD MA Fatmi had announced a proposal to set up an IIT in Orissa, it was later shifted to Andhra Pradesh by Singh, on political considerations, said sources.

Have you ever came across an email like the below one. These kind of unsolicited mails have trapped a few in past and are looking for fresh preys. They simply do a bit of tele calls till the prey falls in trap. Once convenienced they go ahead with asking fee.

Once the prey is convenienced they ask for a registration amount of 250 to 300 hundred dollars. Upon collecting the amount they stop contacting all together. Then only one realizes that he lost the amount.

They mostly target Asian IT professionals as they feel IT guys are the one who dream of easy money overnight and hence are open for investment into just anything blindly. Even these so called IT professionals have little or no knowledge over such possible crimes.

This is a sincere appeal to all our brothers and sisters to not get driven along with such trapping net.

5. ”Sitala Sasthi” falls on Tomorrow the 20th June

Sitala Sasthi, the marriage ceremony of Lord Shiva with Parvati starts with the untying of the wedding knot of the devine couple. Devotees act as their parents to perform the marriage. The bridegroom's procession popularly known as 'Barat' starts from the 5th night of the bright half Jyestha and the marriage is performed in the traditional manner.

In villages the wedding celebrations are arranged in a grand manner. The Marriage procession (Barat) of Lord Shiva is organized and delicacies are distributed among people in celebration of the celestial wedding.
