3. Appraisal time special: Qualities of a good Project Manager / Secrets to be the best Project Manager.

This mail provides you a scale of 11 marks to let you rate and measure your manager against it and find out whether you are working under a right person or not ? To succeed as an IT manager, and to advance one’s career into the executive sphere, one need some very specific traits--11 to be exact. From needs assessment to team building, these are the skills a manager need to be at the top of your game. Basic qualities to be a suitable manager are
· The ability to assess, acquire, liberalize and reciprocate needs
· The ability to build, maintain and retain the team
· The ability to implement change management processes
· The ability to implement a client service mindset

We might have realized that in recent times, many good IT managers and a few excellent ones. I’ve also seen a fair share of poor managers.

I believe there are 11 traits that must become the core competencies of any IT manager who wants to have a successful IT management career. While some may argue that there are more, or other, skills that are just as important, I believe from my years of experience that these are the most crucial traits managers need today.

No. 1: Ability to assess needs
All IT managers need to know how to assess the needs of their company as it relates to their technology responsibilities. It doesn’t matter what level you are; you have to be able to discover what the real needs and issues are so you work on the “right things.” Too many managers develop an "IT agenda" because they don't make the effort to discover the objectives and tangible issues of the company. Developing the ability to quickly assess the technology for your area of expertise positions you for more responsibility. Managers who develop initiatives that "miss the target" because they lack strong assessment skills cost companies hundreds of thousands of dollars. Assessing technology needs plays a major part in helping your career advance.

No. 2: Ability to create a vision
To lead, you have to identify your target and create a vision for your staff of where you want to be. To lead, you have to take charge and point the team to the desired destination. Managers who can develop and articulate a vision to their staff can accomplish great things because people will follow them. Communicating a vision tells those around you that there is focus and that you are committed to take the organization to a specific destination.

No. 3: Ability to create the plan
Once they know where they want to be, successful managers know how to develop a plan that will get them there. That means choosing the right priorities for the situation and developing plans that are aggressive but achievable. Planning is an essential ingredient for a “high achiever” manager, but too many managers fail to plan. Instead, they react, accomplishing much less than what the organization is capable of. Having the ability to develop a plan that addresses company goals and objectives positions you for more responsibility. Planning denotes a sense of being proactive vs. reactive.

No. 4: Ability to build the team
Successful managers know the importance of building a team that has depth as well as skill in critical areas. A successful manager must know how to improve an existing team, as well as how to build a new one from scratch. Every good manager I’ve seen has the ability to build the right team for the issues at hand and can anticipate what will be needed in the future so that the team is prepared for new challenges. Strong career managers are effective career builders of people. They understand the importance of career and use career building as a tool to develop a stronger team capable of operating more independently.

No. 5: Ability to focus the resources
Focusing IT staff, money, and technology resources on key priorities of the company is essential to achieving success. The technology resources must be focused on initiatives that are in sync with company needs and objectives, and they must deliver in a productive, cost-effective manner. Career-minded people at any level understand the need for strong focus.

No. 6: Ability to implement a "client service" mindset
A high level of client service is essential for any IT organization. Successful managers create a culture that places customer issues first—whether the customers are internal users or external clients. Great IT managers know the reason they have careers is because people need the technology and support services that they provide, which is why successful IT managers build excellent client relationships.

No. 7: Ability to manage projects
The cornerstone of any IT manager’s j o b is that the organization can deliver project initiatives in a predictable and cost-effective manner. Effective project management discipline must be a key part of any manager who expects to succeed. Regardless of your career direction, strong project management skills will enhance your opportunities.

No. 8: Ability to implement change management processes
Technology, by its nature, demands rapid change. Every IT manager needs to be able to understand how to effectively implement change, whether it’s swapping out a PC, upgrading an entire network, or developing and installing new software. Failure to manage change effectively will cripple any manager.

No. 9: Ability to lead and motivate
IT organizations don’t get a lot done unless they are motivated. IT managers who can create significant momentum by virtue of strong leadership and motivation techniques always achieve more than those who can’t. Getting things done through others is a key skill required for management success.

No. 10: Ability to communicate effectively
Successful managers can communicate on many different levels with all types of people. More than ever, career success is highly dependent upon effective communication skills. Getting your message across to technical staff as well as non technical clients, being able to manage expectations effectively, and “netting out” issues and project status with senior managers are necessary skills that prevent many managers from achieving high levels of success. IT managers who achieve the greatest career success are those who can communicate effectively with all levels of people: employees, peers, internal and external clients, vendors, and senior management.

No. 11: Ability to track and measure performance
It’s important to set objectives and be able to measure your progress. Successful managers establish specific measurements that tell them and others how well the organization is doing and provide feedback that helps managers “zero in” on issues that will improve the organization’s performance.

In conclusion
The best managers, and the ones with successful careers, have each of the above-mentioned skills, and their competence transcends the technical organizations and companies that they work for.

Granted, there are other skill and career traits that promote advancement and success, such as working proactively, having strong follow-up skills, and being able to negotiate with vendors successfully. But when you dig down into the core competencies of a successful IT management career, these 11 tend to stand out.

Forging a successful IT management career is one of the most challenging feats in any company, because the role is constantly changing and being heavily scrutinized by all. Developing each of these 11 traits as a core competency within your personal makeup will help you achieve much higher success levels and will position you for greater career responsibility.

3. Why Employees Leave Organizations ? - Azim Premji, CEO- Wipro
Every company faces the problem of people leaving the company for better pay or profile. Early this year, Mark, a senior software designer, got an offer from a prestigious international firm to work in its India operations developing specialized software. He was thrilled by the offer. He had heard a lot about the CEO. The salary was great. The company had all the right systems in place employee-friendly human resources (HR) policies, a spanking new office, and the very best technology, even a canteen that served superb food.
Twice Mark was sent abroad for training. "My learning curve is the sharpest it's ever been," he said soon after he joined. Last week, less than eight months after he joined, Mark walked out of the j o b.
Why did this talented employee leave?
Arun quit for the same reason that drives many good people away. The answer lies in one of the largest studies undertaken by the Gallup Organization. The study surveyed over a million employees and 80,000 managers and was published in a book called "First Break All the Rules". It came up with this surprising finding:
If you're losing good people, look to their immediate boss ...Immediate boss is the reason people stay and thrive in an organization. And he’s the reason why people leave. When people leave they take knowledge, experience and contacts with them, straight to the competition. "People leave managers not companies," write the authors Marcus Buckingham and Curt Coffman.
Mostly manager drives people away?
HR experts say that of all the abuses, employees find humiliation the most intolerable. The first time, an employee may not leave, but a thought has been planted. The second time, that thought gets strengthened. The third time, he looks for another j o b. When people cannot retort openly in anger, they do so by passive aggression. By digging their heels in and slowing down. By doing only what they are told to do and no more; by omitting to give the boss crucial information. Dev says: "If you work for a jerk, you basically want to get him into trouble. You don’t have your heart and soul in the j o b." Different managers can stress out employees in different ways - by being too controlling, too suspicious, too pushy, too critical, but they forget that workers are not fixed assets, they are free agents. When this goes on too long, an employee will quit - often over a trivial issue.
Talented men leave. Dead wood doesn't.

4. Sudasha Vrata falls on 26 April 2007

Sudasha Varta is observed by women on the tenth day in bright fortnight when it falls on Thursday. Lakshmi the Goddess of wealth is worshipped with offering of 10 steamed rice cakes (manda) under great austerities. With sacred thread of 10 strands, 10 knots are made praying to Lakshmi in her 10 forms and numes and tying together 10 grains of raw-rice and 10 blades of durva grass in a sacred leaf, an arm band is formed and worn for religious merit, prosperity and well being. In the myth a King had got back his kingdom and wealth as his wife observed Sudasha Vrata.

5. First bird flu vaccine invented : US Approves First Bird Flu Vaccine for People

The first bird flu vaccine for people won U.S. approval on Tuesday as an interim measure in case an influenza pandemic strikes before a better immunization comes along.

The vaccine made by French company Sanofi-Aventis will not be sold commercially. It is being stock piled by the government for use if the H5N1 bird flu virus mutates to a form that can spread easily from person to person. The Food and Drug Administration said two injections given 28 days apart may provide "limited" protection if a pandemic occurs. About 45 percent of people who got the vaccine in a study developed an immune response to the virus. The vaccine is "sort of an interim measure" until better ones are developed, said Norman Baylor, director of the FDA's Office of Vaccines Research and Review.

Several companies are working on other versions. "Ideally, yes, you would like a vaccine that would have a higher efficacy," Baylor told reporters. A single shot and a lower dose also would be preferred, Baylor said. The dose needed for the new Sanofi vaccine is higher than used in the seasonal flu vaccine. Still, "we feel as part of pandemic preparedness it would be best to have a licensed vaccine. Our review suggests this vaccine is safe and effective," Baylor said. David Williams, president of Sanofi vaccine unit Sanofi Pasteur, said in a statement the approval was "a significant milestone in pandemic preparedness." Sanofi manufactures the vaccine at a plant in Swiftwater, Pennsylvania. The U.S. Department of Health and Human Services said it had already purchased 13 million doses of the Sanofi vaccine, enough to inoculate 6.5 million people. The vaccine was approved for people age 18 to 64. Studies in other age groups are ongoing.

The most common side effects reported were pain at the injection site, headache, "general ill feeling" and muscle pain, the FDA said. The H5N1 avian influenza virus has killed 172 people out of 291 known to have been infected, according to the World Health Organization. If it acquires the ability to pass person-to-person easily, it would spark a pandemic and scientists fear it could kill tens of millions of people. If H5N1 does mutate, it is unclear if vaccines developed now would still work against a pandemic strain. Manufacturers could tailor a new vaccine to that strain, but current production methods take months. Research on the Sanofi vaccine was conducted by the National Institutes of Health as part of the government's efforts to prepare for a flu pandemic. Several companies, including Novartis AG and GlaxoSmithKline Plc, are developing bird flu vaccines with adjuvants, substances that can boost immune response.

3. Oriya Teen age does Scientific magic. ( News extracted from
http://economictimes.indiatimes.com/articleshow/1619724.cms?epaper )

INDIAN scientists are opting for American patents. For the 16-year old young scientist from Orissa, Apurv Mishra, the inventor of the world acclaimed Glabenator, having American patent will give him better mileage than the Indian patent. Glabenator, which costs less than Rs 1,500, is a gadget some what like a simple computer that enables the people having disabled hands, legs and mouth to express their feelings without much movement from their seats.

The Glabenator displays several choices like food, clothing etc. that a patient needs in his day-to-day life. And what the patient has to do is to get attached with two sensor rods on the muscles above his eyebrows . By raising his eyebrows the patient can scroll the different options available on the screen of the Glabenator and by contracting his eyebrows he can select the option. The machine then speaks out in a human voice what the patient wants. The inventor of this ingenuous tool, however, has lost his faith in the Indian market and rares to go for the American patents. I have no other option but to go for American patents. After getting the US patent, I will have the backing of a great economy, Apurv told ET. He looks for sponsors to get the US patient to hone his talents. American patient will ensure him copyright protection and pave the way for handsome amount of sponsorship for his further research work, explains the budding scientist.

Recalling a case with his 19-year old American scientist friend John Moore, Apurv says: John has got sponsorship to the tune of crore of rupees to develop his tiny spy aeroplane . On the contrary, I have got nothing of that sort to make my invention commercially viable. Besides, he looks to the American market not only for selling his product but also for importing components. The components required for the Glabenator are not manufactured in India. They have to be imported to develop the machine . It's , hence, better to take the American patent and manufacture it in the USA which will be quite cost-effective , contends Apurv. His family, however, is feeling the pinch to make arrangements for the US patent. It is very important to patent it in America, which will require at least Rs 6 lakh, says Apurv's father Anup Kumar Mishra, an executive engineer in the Rural and Works department of Orissa government.

Regarding the further utility of Glabenator, Apurv says, It can also provide another limb to those healthy persons whose hands and legs are engaged with different activities . Explaining further he says, In case of doctors, pilots and shooters , this machine will help them clinch a long deal. These professionals can convey their messages through this gadget with out using their hands and mouth while engaged in their activities. He has bagged the third prize for this project in the engineering category at the International Science and Engineering Fair (ISEF) held in USA. ISEF is considered to be the world's largest pre-college scientific research-based competition which draws 1,500 participants across the globe from 47 member countries. Noble laureates, top scientists and technocrats adjudge the participants. He has also been awarded by the US Army for this unique machine. Asked what had prodded him to take up this project, Apurv says, The traumatic experience that I got when my grand father was in a hospital bed five years ago suffering from paralysis and brain hemorrhage and unable to share his views to others, ignited within me a fire to develop such a machine.

2. Why Orissa was backward for 50 years ? ( lines from Siba Ram Baral )

Instead of being the richest state in terms of mineral deposits, enormous fertile farming land, water abundance, huge man power, vast international coast line, centuries old rich cultural heritage, surplus underground coal and petroleum deposit, Orissa could not be properly utilized for years together. Out of sixty years of independence merely ten years were adequately governed instate and intellectually represented at centre. For the rest fifty years our economy was in bedridden, unconscious, as if in “coma”. Fault can be credited to the lack of proper governance and inadequate & insufficient planning.

Only during the tenures of a great technocrat and industrial architect Sir Biju Pattanaik and his son Sri Naveen Pattanaik as chief ministers, that the state has received & is receiving a royal treatment. Hats of to the two most handsome chief ministers of Orissa, the father son duo. Father gifted Orissa a steel plant at Rourkela ( benefiting 10 lakh people and livelihood), Paradeep Phosphate limited - PPL, ALCO, HAL, REC, Nandankanan and many more. On the other hand the son gifted Orissa with 1,37,00,000 crores of foreign investment, 17 steel plants, 4 sea ports ( Dhamara, Gopalpur, Kirtania, New Paradeep ) and so many in line.

If we look back to find out why the same couldn’t happen during other governments, probably here goes some of the facts and figures. Broadly visualizing the scenario, Orissa was treated like a step son of central government because of the insufficient governance at the state and ignorant MPs representing us at the centre, We lost 50 golden years. Orissa is now crowned as the third richest state of investment in India, the most favorite destination of industrialists, Excellent at progress report and thus a front runner among smart states. This couldn’t happen for the rest 50 years, else Orissa could have been better than with Germany or Japan. The sharp edge injuries of political negligence, improper planning and lack of intelligent MPs at centre has certainly manhandled Orissa for 50 years. Looking at the facts of impact at a glance :

ü Extreme negligence by South Eastern Railways paralyzed Orissa and revenue was looted from Orissa by other states.

ü Ever seen the net like woven rail network in UP, Bihar and West Bengal. And in Orissa there is only two links ( Howrah - Bombay and Howrah - Madras ), that too non-electrocuted for decades.

ü Western Orissa was kept like an Orphan for years. Never ever been taken care off by any Govt. The serious blunder which earlier governments have done may still take time for the recent govt. to compensate.

ü Orissa Govt. was loosing 3600 crores per year of revenue to the hands of West Bengal Govt. due to mineral ore transportation via Haldia Port. Ores and minerals were looted from Orissa thru following five feeder rail links to Haldia port thru howrah - Bombay main line. These would have been the major vital revenue generating rail links for govt. of Orissa. Haldia port trust was doing major business with goods and ores from Orisa and our Govt. were sitting ducks. The five feeder links looting Orissa were

1. Rajakharasuan - Barbil rail link
2. Bandhamunda - Raxi rail link
3. Tata - Badam pahada rail link
4. Rajakharasuan - Bansapani rail link
5. Tata - Goru mahisani rail link

Imagine these 5 railway link lines were like 5 fingers of a hand that was put inside Orissa’s pot and stealing sweets for years. These railway links were doing the same, looting our ores and minerals to a port in another state thus our state loosing export duties and customs worth of 3600 crores per year. Our Governments were sitting like ducks.

ü MP Sri. Anant Nayak was the first person to raise an alarm on this issue in Parliament. In 1973 Sir Biju Pattanaik planned to rail link Bansapani with Jakhapura to reach Paradeep Port. During 1993-94 Railway minister Kanhu Charan Lenka executed the project and it got completed with the catalytic efforts of Sri. Naveen Pattanaik with a green signal from Railway minister Sri. Lalu Prasad Yadav ( Of course with another holy intension of connecting Bihar with Puri dham in a shortest possible rail link) followed by extension of several trains to Puri. Thus our main objective was partially achieved. Other potential revenue generating rail links like Bimalagarh - Talcher, Keonjhar - Badam Pahar, Keonjhar - Barsuan is still to be constructed and prioritized.

ü In Howrah - Madras coast line Vijayanagaram - Kharagpur section that covers whole of Orissa was deliberately ignored till 1993. All trains have to run on diesel engines in this section inside Orissa and rest part of eastern railway was electrocuted. This was like an insult to Orissa. In 1993 then railway minister Sri. Kanhu charan Lenka under guidance and supervision of his majesty Sir. Biju Pattanaik planned and started Electric - traction work and completed the same in 2005.

ü Mines were leased not to Industries, rather to relatives and cousins of ministers with complete leverage over tax and royalty. thus our state loosing a huge amount of revenue from mining.

ü Paradeep Port was intentionally not connected to any of the mines or Industries in Orissa, to ensure Orissa govt. loose the custom export duties. Recently it got connected to Howrah - Madras main line ( after 30 years of the port been built )

ü Internal rail links were neither connecting major cities of Orissa to each other nor to our only port Paradeep.

ü Major city railway station were maintained like “C” grade stations due to lack of funding. Bhubaneswar being the capitol of Orissa, was having only 3 medium sized platforms, underdeveloped comparative to any rail junctions in AP or WB.

ü Our MPs were neither sincere nor regular to Parliament. If few of them went to parliament they were sitting at far corners and sleeping for times. Back home they were kept ignorant of all these and were even in some cases told by party state head office not to raise such issues in Parliament. Even some MPs were unable to read and analyze the railway time table and map.

ü Due to lack of proper rail line network inside Orissa, each day around 20 to 25 thousand heavy vehicles were running thru the state. Result was high risk to citizens and terrible condition of highways.

ü Jagannath Dham, puri one of the most popular hub of world cultural heritage was not properly connected with other parts of India with rail and road lines. 20 pairs of trains run to puri on a daily basis, but surprisingly on a single line. Puri railway station lacks sufficient platforms, passenger amenities and even a central terminal facility. On the contrary Tirupati railway station is well connected to Chennai, Gudur, Hyderabad, Bangalore. As like Tirupati, Puttaparthy & Madurai, Puri neither has a helipad nor airport. Thanks to Naveen Pattanaik government at least that due to his repeated efforts POSCO is going to construct Puri - Konark - Paradeep rail line for 100 kilometer.

ü Places of tourist importance like Udayagiri, Ratnagiri, Lalitagiri and thousands others were neglected to the core. Should have been procured like tourist hubs with well connected road and rail links, entangled with tourist resorts, amenities and security provisions. Rather these places were kept abundant and thus lost their heritage.

ü Talking about education and IT, Orissa was having a mere three Govt. engineering colleges only out of which only REC was a bit well at infrastructure and standard at education and good at placements. This reasoned to absence of Oriya engineers in IT world. Thanks at least to the recent government for liberalizing technical and professional education which resulted in formation of private colleges like KIIT, NIST, RIT and many more. The result is amazing

1. Now in every software industries 10 to 15 percent are Oriyans.
2. Every tenth person coming out with a smile from Visa consulate is an Oriya.
3. Every 20th sale of a flight ticket for inland or to abroad journey is by an Oriyan.
4. Huge inflow of foreign currency streams in side Orissa.
5. Out side Orissa, every 50th owner of a flat in a pos apartment is an Oriya.

So on so forth ……Thanks to the recent liberalization policy of recent government. IT companies can also be established in Orissa as the state possesses all the eligible criterion for nurturing an IT hub. Govt. Representatives and experts should be sent across to other IT cities of India like Hyderabad, Bangalore, Pune, Noida to learn IT governance and management.

Wish if Orissa government can also put an attention over the following points.

1. While preparing for any project plans Orissa govt. should consult all researchers in the relevant line, Experts, Retired chief engineers, directors of major engineering colleges, bureaucrats, Eminent personalities like Dr. Radhanath Rath.
2. Central representatives for the state shouldn’t be chosen on the scales of political influence, rather should be chosen on the merits of relevant expertise and technical proficiency. Technocrats, bravos of different communities. They should also be well fed by state experts in the same disciplines.
3. All govt. ministers and high ranked employees should have proper Email Ids and should be instantly accessible to Emails.

With a wish for all the best of the endeavors in the lines with progress and development, Jai Jagannath …….

Regards
Siba Ram Baral
